I guess it is a social networking, as we read on its home page. Facebook is a social utility that connects people with friends and others. Facebook helps you connect and share with the people in your life. So that would be a brief words for it.

It can be more than that. For instance, it would be a very useful tool in tha hands of government. Imagine before 10-20 years... If someone wanted to know your relations, your friends and your interests (for any reason), it would require to put you under watch. Risky, time consuming and expensive... Now, you are the one to declare them with your own will.
