I heard that you can transfer the drawing with photo etching without having UV lamps. You can use normal lamps but will need longer time. Is it true?
Or for example simple fluorite lamps?

Well look. There are some lamps that produce ALSO uv. These lamps are suitable.
Simple lams like the ones we use for lightning our house just do not work for transferring (and not etching)
Another solution is the sun. Sun will work 100% but make some tests first for the exposure time.

Why not using UV lamps?
Every other way will not be reliable. With UV lamps you will know exactly how many time you will need to do the transfer.
And they are not that expensive.

Can black light (like the ones in discos that brights only on white clothes) work also?

Black light is not UV. If it was a uv lamp, when going out of the discotek, possibly you would be black.
