I need c program for PIC microcontroller

Dear All,

           I am doing a project in PIC Microcontroller in which I need to know, which basic/advanced version of PIC controller to be used? My program aim is as follows.

 I Planned to control the O/P Voltage of the Transformer automatically
through PIC Micro Controller.

This Process involves setting a reference voltage(Which is settable
and can be with Password Protection). This Voltage can be compared
with the Transformer O/P Voltage.Based on the comparison result an
actuation signal to be triggered to actuate OLTC to raise the tap so
that automatic control can be obtained.

Please guide me to achieve this through PIC Micro Controller-with C Program.
