555 timer

I have been making a flashing LED using a LM555 timer.  Some of the circuits I have assembled, the LED only lights, does not flash.  Others flash at a specific  voltage.  Low voltage flash is high frequency, high voltage frequency is slow.  How can I adjust the frequency at a given voltage?  I am not an electrical engineer.  Why do some not flash?

maybe they flash too fast for your eyes to see.

Just to check if light is flashing at the fast rate. Can you please make a video and try to see it in slow motion? In this way you will be 100% sure   if the light is flashing. As admin has mentioned above.
